We heard a lot from NYCHA folks about our last two issues. Most of it was complimentary, but some weird. One Manager told us that the backlog of Apartment Inspection documents was an intentional thing. This Development Manager told us that the Manager of the Termination Unit at 250 Broadway, Nicholas Schiavone, sent a memo out in October, 1998, directdirecting his people to hold all inspection cases that were based on Failure To Allow Inspection. We were told that he actually instructed those under him to store these folders on a "temporary basis".
Of course, we didn't believe this. After all the work the field staff does in order to get those inspections done in a timely basis, the 250 Broadway geniuses would NEVER direct that the folders be left to gather dust in a copying room.
Then the Manager sent us a copy of the actual memo, giving that exact direction!

Now some Development Managers and Superintendents, along with all the field people who now have extra work to do, are praying that those in charge of this screw-up are only with NYCHA on a temporary basis!

The grapevine tells us that Mr. Kern was firmly asked to leave Philly Housing. Anybody have any information on that?
Reverse discrimination? While looking into the Termination Files foul-up, we learned that Kern pushed out Ernestine, who was a black female. Nora pushed out Pam Weaver, another black female. Both women who are now gone were career NYCHA employees who, we're told, would never have directed that HUD procedures be ignored. (Again, see Termination Unit Memo.)
Has Ruben Franco finally figured out which 9th floor staff Member did him in? Quiz him on this, and if he still doesn't know, give him an "F"!
Then ask him what happened to that job he was promised in a certain law firm. Guess they gave him an "F" also!
Question for the IRS - does Franco have to declare the funds being raised for him by Hugh Spence? And how come Hugh hasn't asked Spotty for a donation?
NYCHA's Most Wanted!
Has anyone seen Sylvia Castenada?
Sylvia was the Director of NYCHA's Office For The Aging before her disappearance. Now, Ms. Castenada has not been seen in her office for nearly six months.
There is a rumor that she is doing work for her mentor at City Hall, Deputy Mayor Ninfa Segarra. But that can't be true. NYCHA Payroll tells us that she's still being paid by NYCHA.
(HUD might not like their funds
being used to help in what probably
should be a Giuliani campaign expenditure.)
Another item that makes this all the more confusing, Sylvia had just done an extensive renovation of her NYCHA office. A new coach, cherry-wood furniture and even a new television.
Then she disappeared!
