Civil Service?
NYCHA ignores it!
According to what our sources in various departments at NYCHA tell us, unless you are such an accomplished sycophant that you can suck the bark from a tree in Prospect Plaza while simultaneously sitting at your desk at 250 Broadway setting up a coworker for a fall, "promotion" is a word you don't need remember. And transfer is dirty word for the unconnected, as you'll only be transferred as a punishment. Certainly not as a requested move made in order to advance your career.
And there are other problems . . .
The Design Department
Employees in the Design Department have been heard complaining that management is posting phony vacancy announcements. The last promotional announcement (Construction Project Manager Level II, announcement # 8334) was posted in the Design Department only one day before it expired. When applications were returned to employees from Human Resources, they were marked "Not eligible to apply".
Kenneth Eisenstat, Assistant Director of Design, responded to complaints by stating that even though these employees are eligible to currently do the work of this higher title, there are "reasons" why they are not eligible to apply.
But he refused to state those reasons?
LIC Warehouse
During last weeks heat wave, it hit a whopping 94.5 degrees in the Long Island City Warehouse. As the employees in shipping and receiving at the warehouse are doing heavy physical labor, this might even be worse than NYCHA's Roasted-Rogers (employees) in the old Roy Rogers joint under 250 Broadway. One of those infamous NYCHA Execs, Director Lou Consolvo, came down for his semi-annual walk through of the warehouse. When he commented on how hot it was, the warehouse employees became hopeful. They thought that Lou would start complaining to NYCHA's board about the horrible conditions the employees were facing.
But this is NYCHA
Lou just decided to cancel visiting any longer, and actually had the nerve to say out loud:
"I'm going back up into
my Air-Conditioned office!"
Since giving everyone that morale boost, Lou hasn't been seen near any loading docks again.
But Lou has other problems
that eat at his troops' morale.
LIC Stock Worker blues
There are 2 Civil Service lists related to the warehouse that housing is supposed to pull from. One is a Stock Worker Open Competitive Civil Service list that's been out since October of 2000. Another is the Supervisor of Stock Workers Civil Service promotional list that has been out for about 6 Months now.
There are currently about 20 provisional's working for housing in the Stock Worker title, yet this list has been out for over a year and a half. Apparently, NYCHA has no thought of replacing these people with those who took and passed the Civil Service test.
With the current list expiring in October, it's obvious that taking the test was a total waste of time.
LIC Supervisor Shuffle
There are approximately 12 current provisional Supervisors of Stock Workers in Housing. It appears that NYCHA will also ignore the results of that Supervisors exam. As proof, there were 2 vacancies for an open Supervisors position recently. Rather than promoting from the list of qualified people, they decided to post a vacancy form and try to fill from another source.
This is a total slap in the face to all of those who were trying to move up from within the ranks. But in NYCHA, doing it the honest way will never replace kissing someone's ass.
Word is that employees who tried complaining to Citywide Administrative Services were given a run-around and ignored.
Lazoff's Lair!

Joyce Lazoff's staff has been heard rumblin' and mumblin'. Seems Lazoff has let them know that there will be no intercourse between Joyce's staff members.
No, Ms. Lazoff is NOT responding to the various sexual harassment complaints bedeviling the Authority's authorities.
Joyce wants No Talking, No Joking, No . . . well, you get the idea.
So now we have the attorneys who work in Lazoff's lair sneaking around as they whisper "good morning" and "how was your vacation" to coworkers, while watching their backs and hoping that Lazoff will lay off this new harassment.
