Other than minor changes made
to protect the NYCHA employee,
the following is from an email sent to Spotty:
What's going on
inside NYCHA's house?
It seems that the individual Developments are putting a lot of normal in-house work up for outside contract. They're bypassing NYCHA's own Skilled Trades, who would normally do this type of work. But Skilled Trades doesn't "contract" for the work, so there is no way that bribes can be asked for, or offered.
Some of these contracts are being awarded to friends of the Superintendents and Managers at certain (unnamed-for now) Developments. They know who they are, and maybe they'll start cleaning this up before names get published.
What's worse in all this ... the kickbacks. From the poor quality of the work I've seen thus far, I'm sure it is happening and happening BIG. Of course, none of the work is inspected. Not that it really makes much of a difference...the contract inspectors don't know what they are looking at anyway. It seems that NYCHA is rotten to the core, and under the current City Hall Administration nothing will be done to clean the corruption up! Is NYCHA even worth saving?
PS: Oops, almost forgot to tell you that it appears the Banyan program is not Y2K compliant and will crash for the New Year.
Of course, we all believe that NYCHA will use Y2K as an excuse to explain why it looses all sorts of information. Important data that we have been storing for all these years!
Any corruption investigation that needs access to those documents is already doomed to failure, if someone doesn't force NYCHA to preserve all contract data RIGHT NOW! I thought you warned those idiots about losing data to Y2K last year! YOU SHOULD LISTEN TO SPOTTY, NYCHA! We have been having serious non-Y2K computer problems since even before we left 250 Broadway and that goes for all depts. I've spoken to at our new location, 90 Church Street. Computer Services has been living in some of the offices for months.....
Again, "You should listen to Spotty, NYCHA!"
The only good news at the dump at 90 Church Street is the little jail cell Nora (the Gnome) Reissig-Lazzaro now occupies. While everyone finds 90 Church to be a nightmare that affects on both the quality and quantity of work output, Nora's continual gripe concerns her own amenities, or non-amenities. The poor woman will be forced to draw a window on her wall sometime soon!
